You could also look for any assignment of the Trustee and contact the Trustee, likely if it went to foreclosure they will have the info, they may or may not give you an address to contact the lender.If utilities are turned on I have gotten the name, same from the assessors office as to where the tax bill is sent.Often as people move out and the property is not cleaned up, you may find names and addresses of all kinds of trash and follow up through those leads.

Here in Kansas City the waiting list to get a Section 8 voucher / Public Housing unit is 3 years, it’s definitely not an overnight process, while they do grant emergency vouchers under certain provisions, ex: displacements, death, etc, another good place to market properties to find Section 8 tenants is www.socialserve.com , I usually take flyers downtown to the Housing Authority (Section 8 office) and that actually has been most effective.

A plumber in Milwaukee bid about $9000 to do some rough plumbing, move a couple supply/drain lines and install new sinks/tubs/fixtures in a 2.5 bath house.I asked him to break down the bid for me so I could understand where the price was coming from.
