Trying to locate owner

While driving through a neighborhood, we came across a house that is empty. There was a notice on the garage door and the front door stating something to the effect of "this house has been deemed to be empty and reported."

I looked up the address on the county tax records website. It shows 2 couples as owners, both having 50% ownership. It obviously hasn't been taken back by the bank yet, as the address for both couples listed is the actual property address itself.

Any suggestions on how I might go about locating them to possibly make an offer if they are preforclosure, or any ideas and thoughts would be appreciated.
