There's nothing worse than arbitrary rules, submitting what you believe meets the guidelines, only to find the guidelines are arbitrary.Find & hire architect that has worked w/ that society in the past.  

You can hire at attorneys, architects, or read through local master plans.

I would like to know how PMs, CMs, and developers hire all the construction labors who are needed for projects.

Are you going to do the Property Managment or hire a PM (if so deduct 10% or approx $1,000 a year)Will this be your first buy? 

It all depends on the team you hire to manage your investment property regardless of how much you pay for it.

Consider hiring professional property management. 

The owner would need to hire an civil engineer and real estate attorney (google "condo conversion attorney") to get this process started.The civil engineer would be in charge of designing a condo map and the lawyer would be responsible for the CC&R and legal docs. 

Myself I like to go eye ball them ... all though frankly I hire people to do that for me these days   :)
