Some new ones have a gel substance that gets heated up and allows electrical to shut off until it needs to be reheated again, unlike old electric baseboard that would radiate for hours wasting electricity.

Maybe you can adjust the layout and open some walls.

Redid everything, completely new electrical, new plumbing. removed a few walls. new kitchen.

I am hitting a large wall from the reputation of "wholesalers" in general.

Since you're making bigger bucks than renting to non-contracted tenants you might not mind that they waste energy. 

The walls are done and the shower is in but everything else must be completely installed from floors to the kitchen including a fire escape.

Would you let your child draw all over the wall or sit on their iPad for eight hours a day?
