Many areas around the I-20 coridor are looking interesting, south of I-20 as well, the following neighborhoods are areas I have been looking at as well Ryan Place, South Hemphill Heights, the east part of Berkley Place. 

If I'm your neighbor I probably say no especially if you aren't offering anything.To add on to this caution, I had a coworker with a weird situation to his personal home where the driveway had the property line going down the middle of it. 

You have to roll with problems and become a problem solverThe two worst problems I have run into was a boiler go out in the middle of winter in Illinois and had to put the residents up in a hotel for a week.  

This is where the middle man markup gets inflated, repairs to bad work gets delayed, and where quality goes out the window.

You can also simply look up VASH for the East Bay on Google and simply reach out to them directly.

IMO you would have to go pretty far east county to get that sort of cost.

It would really suck if one freaked out by how the house looks in the middle of a renno and started to freak out on you.

I would suggest looking in the Midwest for middle-markets that are not flooded with investors yet.

That area is going to come up a lot in the next 5-7 years due to the I70 expansion taking place In multiple spots East of York.
