To expand on what @Chris Martin wrote, our developer in Wake County, specifically the City of Raleigh, has gone through numerous submittals and rejections, all using a very experienced local attorney, and it took over two years to successfully get through the ordeal.

Pros of this is the owners/residents pay for the HOA fees that cover common ext. elements of the property as well as the insurance.

Hi BP,So I came across this property that I am strongly considering buying but I keep having mixed feelings about some elements of the property.

As those elements compound it hopefully becomes less challenging to grow or allows growth at a much faster rate. 

Along with repairs, I would like to remove & replace certain elements of the property to make it rentable as soon as possible(Before Nov 1st). 

The benefit is recapturing the funds invested in the flip, future appreciation, debt pay down, and numerous tax savings.
