And then the proposal is going to go into the sausage factory, and your "flat 15%" is going to come out the other end so garbled, unflat, and mangled, that I suspect the lesson learned will have been to focus on congressional and senatorial races if what we care about is some specific legislation.

It's literally a race between you and X hundred other people in your area for the same deals.

Your plan A is your real life job and going through the rat race.

Find a better tenant without having the distinguisher being the service animal (or any other protected reason: race, religion, etc.). 

@Marty Joyner there's some good information on this post in regards to buy and hold and vacation rentals, so I won't beat the dead horse.

Or,   there has got to be more than one of these "we buy horses" organizations around to associate with.   

Its easy enough to do for a specific property and only costs a few hundred bucks.You are asking a cart before the horse type question though.
