But why would lenders not loan if the park owns the home?

Get a construction loan, ~10%, plus 2 pt, refi into commercial loan when built2.

And buying the other one with maximum leverage.This can be especially beneficial to you if the short-term rental you want to buy is positioned such that you could take advantage of a 2nd home loan. 

I won't do loans for people if it's not in their best interests to do.
