@Tom CaseyI'd say your first priority is getting rid of the credit card debt, without that you will be able to qualify for a larger loan.40k might seem like a lot but if you work at it you can probably pay it off within 2 years.

That way you're covered if the dog bites someone and I think that's  preferable to telling them to either move or get rid of the dogs (chances are they'd move).

Take the turf off and power wash and possible light grid the concrete to get rid of the carpet glue look and that's it - keep it simple and no/low maintenance.
