If the city stops by and sees you have that ADU they will leave a note requesting a visual inspection and you will be asked to take out the kitchen and shower from the place and remove anyone living in the Unit. and Housing might get involved...Also Guest cant stay in a place longer than 27 days in a Guest home. 

In essence, it's basically a visualization strategy that I am constantly doing without really thinking about it.

My attorney feels this is a MAJOr red flag2) the seller does not have proper pay history on current tenants stating that the property is so small they did not keep this kind of documentation. 3) I saw the property and it visually looked good.

So due to the fact that I am not there to visually see the property up close, it would probably be a good idea to have a contractor give me a quote before I close on the property?
