This is a new building type after some zoning reforms implemented this year, so the local industry and code officials don't have much experience with new construction of these kinds of properties.One thing that we were recently made aware of is the requirement in the IBC (which applies to this project since it is 4 units) to provide at least one van accessible space as one of the parking spaces.

at this point, either sell and pay down the debt, stick to the plan you described or do something else.If it were me...not legal advice here, but...knowing what I know about the monetary system and banking I'd be exploring all my remedies in equity to eliminate (setoff/recoup) the debt (recission, injunction, account of profits, rectification/reformation, equitable estoppel, etc).

Recent unemployment number is around 4%, below national average: http://www.bls.gov/regions/mid-atlantic/pa_harrisb...Property tax is a bit high(school tax), but there seems to be some reformation in the works.Eviction process is not too difficult, you should be able to get possession in about a month.The city itself has a lot of undesirable neighborhoods, and bad school districts.
