These arrangements have worked well for me and I have relatively low turnover.A friend in Missouri who has been a tenant in a single family property for a number of years without lateness paying rent or other incident, is telling me that their landlord is requiring a new lease for a minimum term of 5 years. 

So my question is, do I have any legal recourse for (1) the decreased property value as a result of the flooding incidents that the parish caused and (2) to force the parish to address the issue? 

Although I do not agree that I was being racist, it has never been my practice nor intention to get into a name calling incident, so that post he found offensive was removed.

WIth this though Somerville passed a $300 per incident fine, which they never had before. 

Just get prepared for the incidents.

Also not an isolated incident, he was telling me that he went through 7 different companies before deciding to just manage it himself from a distance and just visiting Florida(from New York) here and there to check in.

There was a huge incident with drugs and guns on str a couple of years ago and many communities started banning them through zoning.  

You can also find clues on the Web through Google:Googling the name of the neighborhood/municipality turns up at least one shooting during a parking dispute in the last six months.Google turns up three shootings or more per year at the local playground.Google reveals at least one shooting funeral in the last year at a house church in the neighborhood across from a wing joint that does an all-you-can-eat Friday nights.Google the name reveals any social activist or reverend quoted as saying in reference to any police-related incident in the area the phrase "No justice, no peace."

The best route to report these incidents is to the local FBI office.
