Here's some backstory before I get to the details - I am in the process of evicting one of the tenants in that 4 unit for multiple lease violations (non-payment of rent, installed a window a/c unit and has not taken it out despite multiple warnings, and has had 2 people living in the unit who are not on the lease for the last 6mo).

I proceeded to give him a notice on Thursday saying this is a warning and is the only and final notice, stating that he didn’t have permission from homeowner to park on the driveway and if it happens again, the vehicle would be towed in vehicle owner’s expenses.

You'll want to look at indirect things such as "warnings to residents not to leave food scraps in hallways" or "needing to replacing damaged wiring" etc.

I'll assume you gave them ample warning before they signed the lease that construction was going to be done in the other unit.Most areas have city ordinances for the days and timeframes when construction is allowed.
