I believe they could give you a rough idea BUT make sure you are aware of new energy regulations that mandate solar panels and that PG and E is ok with the location of the power lines.

there are simply two sides to these equations.But for real world leverage when I was in the Timber business I could get Lumber MIlls to front 100% for timber deeds I put together charge NO interest and no points and get repaid by simply delivering logs with no PG.. that was during a very competitive and hot log market that since has gone away at least in the northwest..
