Laws regarding renting out rooms in single family home

Hello all, 

I'm analyzing a single family home that has 3bed 1 full bath upstairs, plus a finished basement with a full bath.

My plan was to live in the basement and rent out the upper rooms. According to Baltimore City's Housing and Urban Renewal document, I need a license to do this. 

See section 5-4 pg 76.

Is this something I should be worried about...? If it's strictly enforced I would apply for a license ASAP.

Also, when I eventually leave this house, can I convert the basement into a 4th bedroom and rent it as a 4B2B?

Another cheaper option to create an egress for the basement bedroom is to change the floor plan so that the exterior door is in the bedroom.  Could take part of that laundry room and make it part of the bedroom with framing and sheetrock.
