As it currently stands, it can sometimes take hours for a police officer to respond to a disturbing the peace call, especially on a Friday or Saturday night.  

That kind of thing, but it will be a warning first.They will find you if one of the neighbors complains loudly enough that there are big parties and disruptions happening at the address and the police get called.

The former owner even called the police and now my client is dealing with a burglary charge.

These dogs are not being policed by their owners, and that is creating a liability for you.Simultaneously with the notice to cure, I would also memorialize in writing your conversations and concerns about the dog to your tenant and send them a certified letter. 

I'd start the conversation with something like,  "I guess there was some miscommunication and my attorney said that before we got the police involved, to see if it can't be sorted out in a friendly fashion, so here we are".

Or, is it because I don't want to visit a city where it's unsafe because they ban police from doing their job and I probably will get robbed, harassed and be exposed to crime, disease and drugs.

If he does damage, document it and file a police report.

Or when the person you bought from gets tired of waiting for you to refinance to get his name off the loan, or when someone who used to be on the loan or title calls the bank and says they want off the loan, or when an angry ex-spouse calls the bank and reports that their ex-spouse sold the house or when the house gets squatters and the neighbors call the police and the police call the lender or when a whole bunch of other crazy stuff happens.It goes downhill awfully fast after that.

Gentrifying neighborhoods in cities that defund the police are definitely out for me. 

I'd also call your sheriff/police since they did property damage.
