If he was originally on the application you should have discovered the seven evictions (pro-tenant) and gave a big fat NO to rent to them.If he was not on the lease then monthly inspections should have shown unauthorized tenants and also condition issues with the property so you can evict early as possible.

I also completely understand that if you're running many rentals you can't waiver at all and therefore this guy would be told a big fat no, but since this is my one and only rental I feel like I have a little more flexibility.

Just wanted to add that my repairmen are fine with me giving them the tenant's cell and will call the tenant directly to schedule a time to go out (understanding it should be normal rate hours, not emergency).

I don't know about those programs/apps, but I use Skype and it's set up to forward to my cell phone.

I see where the discrimination is and no, it's not ethical.Make an effort to communicate, hand signs can go along way, get a cell number for the point of contact

If it is a cell number, try a text and call.Not excusing the lack of responsiveness, but part of the problem is this information is very urgent for you, but not a high priority for the previous landlord.
