Do you know of any local contractors that I could contact to get an estimate for the rehab of the property?

Also getting contractors in place to knock out the rehab.

I am looking to go through the city and get a permit for it, but I have no prior experience in this area.Does anyone have a recommendation for a good architect/contractor who can help me with the process and get the permit?

We had our contractor draw up the plans and work with the permitting office, so I don't have a first hand account of any difficulties.

Are my contractors responsible for knowing what needs a permit or is that something I should know as an investor?

When someone does move out, I deal with it, calling only local contractors from the BBB in the my area.  

Well actually I just returned from the house with a contractor and we've determined from what can be seen that we will need to have about 25,000-30,000 in rehab.
