Bigger Pockets family I need your advice.

I hired a contractor to finish my basement. We signed a contract for six weeks timeframe for the job to be completed. We are now going on 11 weeks and the job is yet to be finished. I don't want to go into too much details but he has been the worst contractor I have hired. His workers are usually come to the job site drunk. He is unresponsive. He went to a week vacation outside of the country without letting us know and every day we were wondering where he was. Every time it rains the basement flooded because he did not properly install a drain outside. And much more. I want to fire him and annul the rest of his payment; however we've gone too far to hire someone else. I wanted to open a formal complaint to the Maryland Licensing office which is where we live, but I am not sure where to begin. Any advice please?
