I went to the town hall and pulled the tax/water/sewer balances (this will also be done by the title company) and I also went to the building department to confirm no open permits or violations.4.

We now had trouble several times now with contractors not pulling permits, delaying repairs and costing us thousands of dollars in the process (even if specifically written in the contract).

If you can offer more money than they can reasonably get from an auction AND do so in a way that absolves them from showing favoritism, then you may be able to pull it offas a banker myself as far as I know selling assets through a non-bid process is a NO-NO. but I can't speak for all banks.

Also right now I pay for electrical but the apartments are already pulled separately to be metered and paid by the tenants so I will be having them submetered and having tenants pay electric which is $800 a month right now.
