be mindful in a C- / D neighborhood, that fancy gadgets and gizmos may draw the attention of the neighborhood miscreants because they know when a board-up is being worked on that new items are being added inside...sounds like a great security system is needed and make a friend with a nosey neighbor, leave your card with contact info on it to keep you in the know of potential shady goings-on with the property.  

Thanks for the info about the Water heater and HVAC....I wasn't thinking it would be close to needing replacement.

I will also ask 3 more contractors to do the same, so you are nothing special to me, and will give this to some cash buyer, IF this is a good deal and IF I find a cash buyer willing to buy it I will give  them your info along with the 3 other contractors, but beware, most likely said cash buyer already has his own choice contractor he is already working with, and yes this is most likely with people that do regular flips, which said cash buyer probably is."

Then I would request to be placed on the agenda and I would attend the next board meeting (hopefully with other landlord / owners) and formally request that they waive the record keeping fee or publicly offer to volunteer as a "landlord" committee to keep track of the info for them for free.
