Last I checked, they still had an income and net worth test, but even lower middle class people could qualify.That being said and to Chris's point, regulatory filings and operating costs on such a venture can add up.

Here in Oakland, and the Bay Area in general, prices have consistently gone up over the last 9 years or so, but they had slowly started to flatten.....and that was before Covid 19. in 2016 I saw a Duplex in Deep (As in "D" Class area) East Oakland that went for $369K and in the middle of last year it went for $500K.
