They are 3 bedroom, 1 bath, central heat and air. 

According to the article I read on an apartment owners association website it's the governor's emergency Heat Wave declaration that affects all 58 counties and enacts PC 396, for 30 days, unless/until extended.  

They make sense from a tax per unit prospective, but I cannot justify paying over $60K per unit (mostly 2 bed 1 bath) for a multi-family that is distressed and still has radiator heating each unit.

When you include utilities in rent tenants tend to be less conscious of turning off lights over keeping the heat low.2. include a clause in your lease agreement that says utilities are included up to a certain dollar amount.

Other than heat tape, have you found any other tricks to keeping pipes from freezing below the mobile home and/or in the meter box?

While there is always the possibility of the owner incurring a gas or electric bill liability... the alternative of letting it get shut off any time between November and March (especially December through February) could result in a financial disaster for the owner.I would be curious to know how many of you in the Cleveland market actually use utility reversion as a precaution vs how many take your chances; and separately how many winterize vs and how many of you leave the heat on in a vacant home.Best of luckBob Collett, PM

There is one RARE exception, and that is when there may be a Gas Meter solely for the building heating unit.Since there were 4 Gas Meters, I knew it could either be a legal 3 Family but most probable it is a 4 Family.To confirm it was a 4 Family, I looked at the number of electric meters, which were 5 meters.
