If your tenant typically pays by check through USAA, that company has already committed to give free payday loans to military members who have their direct deposits through them, so even if we don't get paid on time, if he has USAA, he would have.As @John Andruszka Mentioned, I would suggest calling his First Sergeant as that is the person you will be able to get an answer from and most likely get paid.
