Tenant in Military not paying due to government shutdown

One of my tenants texted me that he has not received his paycheck yet due to the federal government shut down. I am certainly willing to work with him if that is true (even though his girl friend who is also on the lease is not in the military). But it sounds like it could be a BS story (he has been paying increasingly later over the past few months). He is in the Army and stationed at Fort Carson in Colorado Springs if that matters. Anyone else having similar issues, and/or know whether this is true or false that Army personnel are not getting paychecks due to the federal government shut down?
