I would only recommend it in certain circumstances such as when a material fact is uncovered during inspection that wasn't disclosed or factored into the price (it should be a good reason that perhaps neither party knew about).

You can give section 8 a try, unfortunately its not a short process and will take you 30-60 days to get the process completed and get someone in which sucks when you have a rent ready apartment available right after the previous tenant vacates.

I long ago made a policy where I will not under any circumstances comment on the amount of security deposit I plan to return until after the keys are on the table and the tenant is gone.Now I HAVE done a quick walk through in the week BEFORE move out to give my general opinion of the condition of the property, and any specific things I see that I MAY consider after move out.

Unfortunately there is nothing you can do now except if you did receive a receipt you can contact the contractor and ask them why they wrote an invoice up for work they didn't complete.
