I would try to re-approach the Mayor and ask for an extension of the previously issue permit.

You could always ask for a concession in the extension contract, but I probably wouldn't bother if the deal is solid. 

You can get a flexible brush for cleaning ductwork and extensions for it.  

It would have to be a rather extensive garden to have any real effect on the value.
