The Housing Authority only gets directly involved with an eviction if it is with a tenant residing within a Housing Authority owned property.It seems different area's / cities handle things a little differently regarding the Section 8 program. 

I'm of the opinion that cheap debt on cashflow producing properties is the best hedge against inflation and therefore it is a good time to evaluate your equity in each property and whether or not to apply more leverage.
