Florida already passed an anti-squatter law and the process is faster and simpler:Under HB 621, a property owner can request law enforcement to immediately remove a squatter from their property if the following conditions are met:The individual has unlawfully entered and remains on the property;The individual has been directed to leave the property by the owner but has not done so; andThe individual is not a current or former tenant in a legal dispute.

FHA  VA that type of loan.. on investors loans there are no rules like this.. if they want to change the terms they legally can and the borrower can refuse to close and then let the world know about it like what is happening on this thread..   

I don't thinknitbis so much about a specific area as it is a good price on a specific property that has views and amenities that people want.I would set up search for popular mountain tourist locations and be patient till the right property comes along and be ready to pounce.You can put a property under contract to lock it up and then schedule a viewing and make a decision during the due diligence time.

Is there is any legal way to reward their heirs so I can move forward on the sale? 

Using an LLC can offer more legal and safety cover.

My experience is in Alabama association law, but I suspect the principles are universal:  There is a hierarchy of rules for HOAs and just like government documents, a lower ordinance can be used to execute and make more specific a "higher rule," but can't contradict it. 

Some base their decisions strictly on numbers and do not care about the area, while others are okay with a lower yield but focus on the city and even specific neighborhoods.

Specifically conversion of the commercial portions of this building to apartments.
