With this being said, i want to expand my circle and meet people everyday but i feel that doing that, specially as an adult, is looked down upon and it feels "weird" walking up to people in random places so what i want to do is join organizations or clubs but MeetUp seems a bit limited in my area...

You should consider a 1031 Exchange if your goals and objectives are to remain in real estate.  

Do I organize the 80% loan "first" or "after" I have the personal loan secured (or at the same time)?

Try to get your projects organized as much as possible upfront.
