We did not get a property under contract in the 90 days, however, we did submit offers in the first 90 days that were not accepted (mainly issues with price).

Has anyone found a local bank in the Chicagoland area that offers a loan like this?

In most cases if you have someone offer to be in and out in 60 days on a 4500 sq ft build "RUN".  60 days is a rush job in my opinion.

Nurses might just have a 2-year degree, but all licensed K-12 teachers and most medical professionals in New York State have master's degrees, background checks and even fingerprints with the state. 

There's the down payment, the closing costs AND the delta between what's left on the loan and their offered price.AND don't forget the time involved to assume the loan.
