Hi everyone,I'm seeking guidance on the procedure for converting a single-family home into a duplex in the City of Miami.

Single family units are more than plentiful in this area so that was my target, however,  since our recent encounters with multiple hurricanes, insurance makes it near impossible to even remotely turn a profit as a landlord.  

I own in the area and have helped a lot of investors buy multi family in Shaker Heights. 

You don't have to trade out of a single family rental into another single family rental -- there are other 1031-eligible investments that might fit by providing passive monthly income.
