Usually when those conversions happened utilities were not split properly especially since no building permit or proper inspections of the quality of the conversion work performed.

The quality still may be suspect, but very possible that they got those responses.At the risk of confirmation bias, Tenants still move because they can't afford or don't want to stay in current place.
