Contractor is Bailing

My boyfriend and I recently purchased our first duplex with an FHA renovation loan. Our contractor was approved through the bank, so he has his insurance and the whole 9 yards. He got 80% of the way through the work he was supposed to complete before the Coronavirus exploded. However he is an essential worker to us, as our house is not livable without him completing his projects (shower is not usable, bathroom sink isn't usable, stove isn't usable) 

He has since been very unresponsive and when he does respond, it's with excuses about being broke, not having gas and having to visit his grandmother in the hospital (even though hospitals around us aren't currently allowing visitation...?). He has bailed on 3 set days to come and finish the work. He won't show up or give us any info until we hound him for a few hours. Max, it's 4 hours of work. 

We're at our wits end with what to do, except threaten to take him to small claims court. I don't want to jump to that, and have him mess up the remaining work out of spite. We're trying not to be ******** to him, but our first contractor experience has not been positive (although exceptionally educational). Any advice?
