The police report would make a fine list.If you have a non-smoking property and your lease says so, then any sign of any type of smoking on your next visit or inspection should trigger a notice to quit.

If you want to keep them as tenants because it may take awhile to find a suitable replacement, you could bite the bullet and then have them sign a current unit condition property form.If you think that the tenants are taking advantage of the situation, you do not trust them going forward and you would not be sorry to see them go, charge them for the fix or replacement (less depreciated value) and see what happens.BTW, how does the new PM suggest you handle this situation?

In the situation you're describing, the tenant who is leaving would be responsible for the lease until he is able to find a suitable replacement.

I tell him this . "  You are renting the house and the land , you are in charge of who you want to visit or be on the property ( except for me doing maintenance or inspections )  I wont put up signs , but you can , and if someone trespasses you have the right to have them arrested .
