What would experienced investors recommend aa good value adds for the cost to #1 maximize rental income and #2 increase properties value in the eyes of an appraiser?

If a stone flies out from under a lawnmower and puts out a child's eye or they trip and fall breaking a hip while doing work you do not want to be held liable.Personally I would never trust a tenant to be responsible for any maintenance on a multi unit property. 

You need to start papering them with a notice to cease and follow it up with an inspection and a notice to quit. keep a vigil eye on the property and add addendums to the notice to quit documenting every infraction and abusive action on their part.

I have kept an eye on it and is still on the market and the prices keep dropping, so I will continue to pursue the deal until I can get it at a price that makes sense. 

These have helped us out a ton.Become friends with the neighbors and ask them to keep an eye out for you.
