I would just add that with finishing the ground floor, it would be good to think about adding anchor bolts to the foundation (if you want to), adding drainage to the garage (makes it easier to clean up and if a water heater were to leak) and backyard if there isn't any (for when it rains you dont want a huge puddle back there), replacing all the galvanized piping, and adding new wiring like Ethernet.

He bought a lot of places through tax sales and didn't clean up titles on some of them. 

For instance, if he did a portion of the work - perhaps the tile, some painting, cleanup, etc - can he say it's worth $X amount based on what a sub would charge?

There are very specific laws on who can delead an apartment, what components need deleading, what methods we can use on different components, and how we clean up after we're done.

Here in Pinellas, you are supposed to be licensed to paint, install flooring, cabinets, drywall, basically anything besides demo and clean up.

How do you handle dirty work such as debris disposal and clean up?

Get a thorough inspector.. although a bunch of little things will be noted on the inspection, having it gives you the idea of what you need to clean up/fix.

I agree with @Stacey Paulin, better to start on a system now than to end up with multiple rentals and have a mess to clean up.
