It was built in 1997, in an HOA community (monthly cost of $225 covers external home, water, trash) and has had updates to the HVAC system, new kitchen cabinets, floors on one floor (three floors total), and appliances, new toilets.

Maybe not last year when nobody was looking for new mortgages but perhaps this year now that applications are back up. 

I thought it had something to do with the community property status.

I think you'll find that the '1% Rule' isn't applicable in most markets - especially those that are high demand - and that it hasn't been for some time.
