I'd think twice and about doing this deal, and if you are going to do it anyways I'd have a lawyer of your own look it over before anything is signed.

You'd have to ask your lender, I suppose, or read the fine print on the note with a RE lawyer?

As with any such questions that are in essence asking for legal advice, you should either consult an a lawyer or, in this case, how about simply calling the city to get it from the horse's mouth?

Hello everyone,I have had an opportunity come up to invest in 3 development projects here in Los Angeles and wanted to see if anyone has a recommendation for a lawyer or investment professional who would be able to review the documents and give me feedback on the offer.  

—If either the landlord or the tenant fails to comply with the requirements of the rental agreement or this part, the aggrieved party may recover the damages caused by the noncompliance.I am not a lawyer , but sounds to me the part that says "requirements of the rental agreement"  means you put in your lease that renters insurance is required .
