Disagreeing with me doesn't make me wrong :-)Small claims court can be used to settle disputes.  

Maybe they have a process when disputes like this happens. 

You can dispute if you feel that the amount is too low, however this delays the lease signing as a supervisor must review.For reference I have two fully renovated 3 bedroom properties in C- areas in the city with rents of $1351 and $1301.

Obviously I could have fixed that specific thing first (it's cheaper to re-route the downspout and cap the drain than it is to confirm that the underground pipe is actually broken, and based on the verbiage in his letter, he appears to feel the re-route is an acceptable resolution to his concerns).I met with an attorney friend, and he feels that the neighbor's behavior is harassment, and that now is the time to send a letter from an attorney telling him to knock it off.

I chose that because I don't want to deal with turn over, college parties, roommate disputes and angry neighbors.

Non-emergencies get responded to within 72 hours not the next day, and resolutions to non emergencies get scheduled at your convenience after the 72 hour window to respond.

Cops in Florida won't do anything about it, maybe they'll file a police report but usually this will simply be filed under landlord tenant dispute and you'll be told it's civil. $650?

I would try and dispute it with your bank to start.
