As part of the Phase II, they can drill borings beside the tank (if it's not too close to the house or under power lines) to better understand if fuel is or was present in the surrounding soil, but they cannot test the soil under the tank itself.

This is more prevalent if you are in our boat and have the marbles to buy houses site unseen out of market, but be careful when you have a motivated seller and pull a house up at 1900 sq/ft and see a $ per sq/ft that you make work in your ARV*.7-rehab value.
