Like, what if you run out of money, or it takes a year to get through permitting, etc.  

I expect the place to be clean but I don't expect the extras (chocolates, flowers, wine if permitted by law, etc). 

If they say no, then you need to ask them if having the property under contract would permit you access to that, if they say no again, then you need to ask about filing a freedom of information act request.

Instead, the bank is permitted to 'credit bid' up to the maximum amount of the foreclosure judgment.  

@Sam Wilson  would be interesting to pull your new construction building permit numbers for greater Memphis.if there is no real production building going on.. that means existing stock is cheaper to buy than to build from ground up.

Did the contractor pull permits for the pluming and electrical work? 

To put the icing on the cake, I added a signature line for myself and her roommate (who is actually on their lease) to sign saying that he and I agree they violated the lease on all counts and that he agrees to vacate in within the time permitted.

Const permits are now dropping like a rock in many areas since free govt programs ended 4-30.

City code says if you replace windows with same size no permit needed.

I haven't read HUD purchase agreements-is "non-permitted" work your problem, or their's(I would think yours)?
