Dubai Real Estate Market can now be defined by two things: dropping prices and an over supply of real estate. 

I would say start by defining you end goal.

I did just purchase "The Book on Estimating Rehab Costs: The Investor's Guide to Defining Your Renovation Plan, Building Your Budget, and Knowing Exactly How Much It All Costs"  from biggerpockets to expand my knowledge of rehab costs and how to effectively estimate them.

Maybe a better measure is some state that was low on average income rising via tax increases is how I should've said it.I have no clue on taxes in Singapore, but I know (from working there 40 years ago) import taxes were god-awful and I thought they had sort of a compelled individual saving plan for retirement (you have defined contributions and we have defined benefits for Social Security). 

Returns on real estate are typically more predictable, definitely more broadly understood / defined.  

Look at all the major components and see how much it will cost to do what you want. 

I have considered Roof Maxx for the front of the roof; though the back side definately needs replacing.
