Practical answer is that application with 7 people sometimes doesn’t get the correct paperwork submitted the first time around.

Any contractor can work on any rehab project but just because they "can" doesn't mean they have the knowledge or understanding of the unique nature and intricacies of the rehab loan guidelines, paperwork, timelines, compensation structure, etc. 

And while the back and forth continues, they do the paperwork to fight the chargebacks, less waste of time for me.
