With a single tenant if it goes dark even paying all cash there will be re-tenanting costs and if in a small area the rents for second generational tenant might be less than original tenant eroding equity value.

They want to prevent Landlords from renting basements with no windows, houses with no smoke detectors, etc.

Also great for knocking on doors.I cannot tell you how often other PM's, estimators, Tradesmen that are on a service call, troubleshooters and others going into dark or semi confined spaces with inadequate or no useful light.

If you find a smoking hot deal honestly I'd jump on it because the new rules should be favorable and having to charge a tier 3 ADU price isn't the worst and maybe make the one with the most beds the non-ADU one.

In other words, rent out the master suite and take the small dark bedroom for yourself, find a duplex if you can and fix up the rental unit but not yours, etc.
