You have a good idea BUT here in New York you have very slim pickings. 

If you had a property that was treated as a rental and it was placed into service, you should list it on the tax return.Rental properties within the first couple years, as you stabilize the property, normally generate a tax loss on the return.Whether you can utilize the loss on your return, as it may be considered passive, is another discussion.

Im looking to create 8X8 (8 post cards in 8 week) marketing campaign where the company compiles the list of owners, design the postcard and send them out to the address.

I plan on fixing the punch list items once the tenant vacates, so that the home will pass the Section 8 inspection.

9 times of 10 just listing it with a real estate agent is the best way to go. 

the book in the bp bookstore. i did the rookie boot camp 2y ago that i imagine this book is kind of based around, and one of the first steps was picking your strategy. the tough part is: THEY ALL WORK. but they all require different skill sets, different amounts of time, and will create a different-looking life for you once the ball is rolling. you have to lay out what skills you have, what you do and don't like doing, how much time you have, and what your vision is for your investor-life 5y down the line, and choose the strategy that aligns best with those things.

Elie, I would recommend telling everyone you interact with that you are looking for properties that the owner may sell that are not listed.
