The problem in part is simply the level of rules to comply with stormwater, water, sewer, fire, egress, traffic, environmental, greenhouse gas ect...are all the same so you need to spend $X but the $Y is going to be much lower than with almost any other asset. 

Parking is extremely difficult during peak-season and there are traffic jams, it's just not as fun as before.
