There really is nothing that prohibits a landlord from increasing the rent by 9% to avoid the requirement to pay the tenants moving expenses should the tenant not be able to afford the increase.

However I agree with the others that pass on this specific amenity as it is a liability and maintenance prohibitive.

If it is because there is not enough fund and 401k can't pull this  transaction on it's own then such partnership would be considered "Prohibited Transaction". 

In my area, there are regulations against rooming houses, and generally, it prohibits 3 or more unrelated people living together in the same house, unless the house is registered as a rooming house.

Some locations prohibit this and you can get in trouble.
