California Mobile Home Rental Advice

I am looking to buy my first rental property and looking for a low cost way to enter the market.  After listening to the podcast for mobile home rentals, I started looking to see if this is a viable option.  To my surprise, there are dozens of mobile home parks in my area of California.  But I cannot find any rentals listed for mobile homes in my area.  Then I found the 2019 CA Mobile Home Residency Law on the CA HCD website in PDF Form.  In the subleasing section 798.23.S(C), "A homeowner may not charge a renter or sublessee more than an amount necessary to cover the cost of space rent, utilities, and scheduled loan payments on the mobilehome, if any."  Does this line prohibit any sort of profit in the mobile home rental market?  Or is this niche even worth it in California in the first place? I saw space rentals can be as high as $800.  Any advice would be appreciated.
