I'm not sure exactly what you'd need to set up for yourself from the legal perspective, but charging a reasonable fee to look into and help a seller in a consulting/coaching role, not as a profit-sharing partner in the sale, would be a much more legitimate business.

Since you want to operate as an agent, why not pursue your license, learn the rules, learn contracts, etc and work it from that perspective.
